In 2005 the European Commission adopted a European Charter for Researchers and a Code for Conduct for the Recruitment of Researchers. These documents, addressed to scholars as well as to their employers and research funding institutions, are key elements in the EU's policy to boost researchers' careers by creating an open and transparent labour market.

The award HR Excellence in Research gives public recognition to institutions that have made progress in aligning their human resource policies with the principles set out in the Charter and the Code

The European Charter for Researchers describes rights and requirements which apply to researchers as well as to institutions employing researchers and research funding organisations. The principles refer to working conditions, professional development, mobility and supervision of young researchers.

The Code of Conduct for the Recruitment of Researchers describes general principles of recruitment of researchers which should be applied by employers and provide equal treatment of all researchers in Europe.

The Cardinal Stefan Wyszynski University has therefore initiated the application procedure for the HR Excellence in Research award. In September 2016 the Rector signed Declaration of endorsement of the principles of the Charter&Code.

The University evaluated its operation, policies and procedures against the Charter &Code. Based on the internal analysis HR Strategy for Researchers of the Cardinal Stefan Wyszyński University in Warsaw was prepared aiming at enhancing the quality of research and at attracting the best possible candidates.
