HR Excellence in Research is a European award recognising that a university provides appropriate working conditions for researchers through the Human Resources Strategy for Researchers (HRS4R), based on the principles set out in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The award is granted by the European Commission.

As part of implementing the Human Resources Strategy for Researchers (HRS4R), institutions continuously improve their practices in four key areas:

Implementation of the Human Resources Strategy for Researchers is a continuous and long-term process through which policies and practices for the management of research staff are developed and enhanced.

This process includes, in particular:
– analysing the current state and identifying areas requiring change;
– developing, implementing, and regularly updating the Action Plan;
– monitoring progress and evaluating the effectiveness of actions undertaken;
– preparing a report for the European Commission on the implementation of HRS4R and the Action Plan (every three years);
– periodic assessments of the implementation of HRS4R and the Action Plan (every three years), carried out by the European Commission, together with recommendations for further action.
